The five-road plan the Capital Area Metropolitan Planning Organization board will vote on tonight, they say, is just a replay of 2004: double taxation in the service of craven special interests. Reasonable people can disagree on this plan, and several members of the 19-member CAMPO board probably will disagree tonight with those who say it's worthy of a yes vote. Joined by State Transportation Commissioner Fred Underwood of Lubbock, Olsen told a breakfast meeting of the Midland-Odessa Transportation Alliance that Proposition 12 is at the top of his priority list in the election, which offers 16 amendments on various topics.
